Guides

In February 2007, ISAC Fund was pleased to announce the launching of its new Guides Edition – a series of publications exploring the topics of European and Euro-Atlantic integration processes. ­­The Guides, written in a comprehensive and informative manner, are aimed at both the practitioners and the public at large.

The immense success of the first two publications (the Guide through the Euro-Atlantic Partnership and the Guide through the Accession to the European Union), and the rising popular need for clear and concise information on these topics, caused by the dynamic developments in the European and Euro-Atlantic sphere, as well as Serbia’s progress on that path, have prompted the ISAC fund to continue producing and publishing the new editions within this series.
Thus far, ISAC fund has issued a total of eight different publications in the Guides Edition, printed in over half a million copies and distributed, free of charge, to various government institutions, universities, libraries, civil society organizations, and the public at large. The Guides have also been available for download in electronic format on ISAC Fund’s website.

The publication of the Guides was made possible through the kind support of ISAC Fund’s work by a variety of institutions and organisations which have recognised the value and the potential of the Guides: the German Ministry of Foreign Affairs and the German Embassy in Belgrade, the Royal Netherlands Ministry of Foreign Affairs and the Royal Netherlands Embassy in Belgrade, the Embassy of Finland, the Embassy of the Czech Republic, the Embassy of Denmark, the Canada Fund and the Embassy of Canada, the Swedish Armed Forces, Fund for an Open Society, Balkan Trust for Democracy, Open Society Institute Think Tank Fund, MOL Company, Erste Bank, Alma Quattro, Serbian Chamber of Commerce, National Bank of Serbia, Serbian Ministry of Defence, Serbian European Integration Office, Serbian Agency for the Development of Small and Medium-sized Enterprises and Entrepreneurships, and the Executive Council of the Autonomous Province of Vojvodina.

As Serbia continues to make positive steps towards its European and Euro-Atlantic integration path, in particular towards EU candidacy status and participation in CSDP operations, there will be an ever-rising need for updated, clear and concise information regarding these processes, for both the wider and professional public. Accordingly, ISAC Fund is determined to continue publishing new editions within the Guides series, in an effort to fulfil its goals of raising capacity for informed decision-making and contributing to the transformation of the Serbian society.

The Guides Edition

Guide to the World Trade Organization

The publication is the translated and adapted version of the original publication of the World Trade Organization “Understanding WTO”. The aim of this publication is to provide all interested parties with basic information about the WTO, its functioning and the importance it has, both for the global trade and for individual states.

Guide to Chapter 31

The “Guide to Chapter 31” is the first publication of the ISAC Fund intended to provide better understanding of the specific elements that make up this Chapter of Serbia’s accession negotiations with the European Union, mainly in connection with the Common Foreign and Security Policy of the European Union. The Guide contains basic information on the development, structure and importance of the Common Foreign and Security Policy of the European Union as a mechanism for the coordination of national policies. This publication also discusses individual topics, such as human rights, democratization and the rule of law, support for the work of the International Criminal Court, preventing the proliferation of weapons of mass destruction, etc., on which the common foreign policy approach of the Union is based. Additionally, a topic that was discussed in particular is the operational dimension of this aspect of the EU, embodied in the Common Security and Defense Policy, i.e. civilian missions and military operations of the EU. This publication also contains the report on harmonizing Serbia with the EU’s foreign policy declarations during 2014.

New edition of the Guide to Serbia’s Accession to the EU

Guide to Serbia’s Accession to the EU keeps with ISAC’s tradition of a publication which is designed as a reference and a learning tool to be used by both professionals, who are working on issues related to Serbia and the EU, and by the wider audience interested in the subject matter. Besides dealing with the structure of the EU and the EU’s regional approach towards the Western Balkans, the publication also explains the negotiation process and some of the individual chapters which Serbia has to negotiate in the accession talks.

The Guide for Local and Regional Governments on Serbia’s Path Towards the EU
The Guide is intended to provide information about importance of regional and local stakeholders in the EU arena, as well as to present EU policies that are of the crucial importance for the local development (EU Agricultural and rural policy, EU Regional policy, EU Environmental policy). Moreover it presents current and future opportunities and obligations rising from European integration process


In support of Serbia’s progress towards EU candidacy status, ISAC Fund is pleased to announce a new publication within the Guides series - “Serbia’s Association With The EU”. The Guide offers a description on what the Stabilization and Association Agreement is, how it will impact Serbia in terms of a reform process, what Serbia still needs to do to become a candidate member (and eventually a full member state of the EU) and what benefits will Serbia have from the membership.

NEW PUBLICATION - WHAT IS PARTNERSHIP FOR PEACE?
Publication What is Partnership for Peace?, new edition of ISAC Fund, serves to portray in a concise and understandable manner the main ideas, history, benefits and challenges of Partnership for Peace Program and Serbia’s role in it. This edition also targets younger generation aiming to provide it with the essentials and purpose of the program and its implications on Serbian society.


The Guide To Serbia's Association With The EU
The lack of concrete, precise and understandable information about the EU, and that of current and future relations between the EU and Serbia, has been successfully addressed by the authors in a clear and graspable language which, with an attractive design and layout, allows for a fast and easy way to comprehend the presented information, thus making this Guide suitable for a wide range of audiences.

The Business Guide to the Stabilization and Association Agreement
Continuing its efforts to contribute to correctly informing citizens of Serbia, ISAC fund is publishing a new guidebook, which is dedicated to better understanding the Stabilization and Association Agreement (SAA), particularly its economic and business aspects. The difference between the “Guidebook through the SAA” and this guide, is that the Business Guide is generally meant for businesses and economic experts. This guide is a compilation of three chapters, which describe in detail what are the goals and elements of the SAA and its impact on the economy and business of Serbia.

Guide Through the Stabilization and Association Agreement
As the process of Stabilization and Association to European Union is still unknown to the public in Serbia this Guide is, in details, explaining each of the stages of the process, as well as the history that led to the Agreement and steps which Serbia needs to make in order to conclude and implement it.
